False invoices, unrecorded income, borrowed bank accounts — one penalty decision, three schemes
A Shanghai fiscal-services firm issued invoices that did not match real business, kept income off the books and lent out bank accounts. Combined penalties: CNY 175,356.93. What Golden Tax Phase IV-era enforcement looks like up close.

What happened
The company ran three schemes at once: it issued invoices to itself and others that did not match any real transaction; it omitted or understated income in its books; and it provided bank accounts, invoices and certificates to other taxpayers to help them underpay — including, per the decision, amounts touching fraudulent export tax rebates. The inspection bureau stacked penalties for each behaviour under three separate legal provisions.
Penalty breakdown
- CNY 82,480.83 — 50% surcharge on underpaid tax (tax evasion, Article 63(1), Law on Administration of Tax Collection)
- CNY 50,000 — fine for issuing invoices inconsistent with actual business (Article 35, Invoice Administrative Measures, State Council Decree No. 764)
- CNY 35,376.10 — a 1× fine (equal to the tax underpayment it caused for other taxpayers), plus confiscation of CNY 7,500 in unlawful gains (Article 93, Implementing Rules)
Why it matters for SMEs
This is the standard composite case Golden Tax Phase IV surfacing produces: invoices that do not reconcile with business reality, revenue that never reached the books, and a web of accounts moving money for others. None of the three schemes is exotic — all three are exactly what a data-reconciliation-first tax administration looks for. For an SME, the lesson is that the exposure is not one fine but stacked fines across behaviours.
